Arizona HIE Marketplace

What is the Arizona HIE Marketplace?


The Arizona Health Information Exchange (HIE) Marketplace is a program established to assist any willing Arizona health care provider in identifying viable options to participate in the secure exchange of health information.  The first phase of the HIE Marketplace will review and approve health information exchange (HIE) options provided by a group of health information service providers (HISPs).  These HISPs facilitate Direct messaging between two trusted entities according to nationally recognized standards, enabling Arizona health care providers to exchange patient health care information in a secure, simple and inexpensive manner over the Internet. The HIE Marketplace will publish a list of approved HISP vendors that meet a minimum set of specifications and requirements, thereby ensuring that Arizona health care providers are able to choose the best HIE option for their facility or practice based on the full and fair disclosure of the organization and capabilities of each qualified participating HISP vendor.


The HIE Marketplace is administered by Arizona Health-e Connection (AzHeC) under the direction the State of Arizona and the Arizona Strategic Enterprise Technology office (ASET).  ASET is responsible for the implementation of the Arizona HIE Cooperative Agreement grant program through the Office of the National Coordinator for Health Information Technology (ONC).

The Application and Selection Process


To qualify for the Arizona HIE Marketplace, HISP vendors must complete an Arizona HIE Marketplace Application . Once an application has been completed and submitted to AzHeC, AzHeC evaluates applicants based on established selection criteria  which fall into two basic categories:

 

  • Compliance with applicable ONC best practices and specifications; and

  • Vendor commitment to collaborating with AzHeC, ASET and associated organizations related to the state-level Directory Services (Arizona Provider Directory)

 

Vendors that meet the established selection criteria and pass the evaluation will work with AzHeC to establish a Memorandum of Understanding (MOU); the MOU will assure that vendors comply with all program specifications. Once a HISP vendor executes the MOU with AzHeC, AzHeC will identify the vendor as an HIE Marketplace participating HISP vendor on the AzHeC website and on all HIE Marketplace communications.

 

 

Timeline for Initial Application Period

  • January 24, 2012 - HIE Marketplace HISP application period opens.

  • February 1, 2012, 2:00 PM (Arizona time) – Arizona HIE Marketplace webinar for vendor applicants.

  • February 13, 2012 - Arizona HIE Marketplace HISP applications due by 5:00 PM (AZ Time). Applications must be submitted by both e-mail and postal mail.*

  • February 14 - March 19, 2012 - Application evaluation period and vendor follow-up.*

  • March 21 - April 11, 2012 - MOU review and execution period.*

  • April 12, 2012 - Arizona HIE Marketplace public launch.  Approved HISP list published.*
